The Constituent Assembly (CA), the legislature parliament of Nepal, published time table for the election of a new Prime Minister on the basis of majority, local official newspaper The Rising Nepal reported on Tuesday.
After political consultations to form a consensus government under the provision of Article 38 (1) of the Interim Constitution failed to bear fruit, House Speaker Subash Nemwang on Monday announced the election schedule as per the notification of President Ram Baran Yadav to go for the second option.
According to the schedule made public by the Constituent Assembly (CA) secretariat, the elections will start at local time 1:00 p.m. (0715 GMT) on Friday. For nomination, the secretariat has specified the time of 10:00 a.m. (0415 GMT) to 5 p.m. (1115 GMT) on Thursday. The list of candidates will be published at 5:30 (1145 GMT) on the same day.
Vote separation system like in passing of a constitution amendment bill will be adopted if there are more than one candidates for the post of Prime Minister. It will not be a confidential voting system and who voted whom will be identifiable.
The elections will be repeated until a single candidate gets simple majority in the CA.
If there is solo candidacy, the elections will not be held and the House Speaker will declare the candidate as new Prime Minister.
On Sunday, President Ram Baran Yadav had called on the CA to take initiatives for forming a new government through vote since the Communist Party of Nepal (Maoist) (CPN-M), the single largest party in the CA, failed to form a new government based on national consensus.
Earlier, CPN-M Chairman Prachanda has informed President Yadav that he was unable to assemble consensus and urged the President to move ahead other procedure for the formation of government.
President Yadav had given seven days on July 29 to CPN-M, the largest party of the CA, to form government under consensus and provided additional three days after expiry of the seven days.
